NHTSA has stated procedural differences in the HGN test application occurs “because officers do not have standardized instruments with which to make precise measurements in the field”.
Studies have shown the HGN test done incorrectly can cause inaccuracies. The National Highway Traffic Safety Administration has placed guidelines in the test to ensure accuracy and accountability.
